Based in Seoul, Republic of Korea, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies and projects that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that thrive and are more efficient and sustainable in using natural resources, less carbon intensive, and are more resilient to climate change.

GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans. GGGI supports the Government of Indonesia in the focal areas including renewable energy, green cities and special economic zones, and forest and land-based mitigation and adaptation projects, green investment. The Program, known as the 'GoI-GGGI Green Growth Program' (GGP), aims to demonstrate that green investments can become the norm both for investors and planners, ultimately improving the quality of economic development for more environmental sustainability and social inclusion. Through the Program, GGGI collaborates with the Ministry of Development Planning (BAPPENAS) as the lead of Steering Committe, Ministry of Environment and Forestry, the Coordinating Ministry of Economic Affairs, Ministry of Finance, Ministry of Energy and Mineral Resources, and others.

Under GGP3 program (GGP Phase 3, 2021-2025), the GGGI-GoI collaboration will deliver Programmatic Solutions focusing on Green Investments, Green Growth and Climate Action, Sustainable Forests, Renewable Energy, Green Industries, Climate Resilient Agriculture, Coastal Resilience, Waste Management, and Green Buildings. As one of its priorities, GGP3 will support and strengthen forest policy, planning, investment, and operational capacity at national and provincial levels, contributing to Net Sink FOLU 2030, including continued support for FMUs, social forestry schemes, and provincial REDD+ emissions reduction programs and landscape- based bankable projects able to receive investment from various sources.

OBJECTIVES OF THE ASSIGNMENT

The Partnership and Stakeholder Coordination consultant (hereafter referred to as “the Consultant”) will provide support to assist the GGGI Indonesia to ensure effective engagement with the key counterparts including Bappenas as the host agency of GGGI in Indonesia and with other relevant government partners and agencies, including those leading the thematic areas of GGP program as well as provide strategic advice to the project team on methods/approaches to effectively strengthen and maintain fruitful engagement with related government agencies in Indonesia. S/he will advise the project team to align with Government of Indonesia (GOI) priorities while pursuing GGGI program goals. This position implements and facilitates an effective coordination mechanism amongst government agencies and between government agencies and GGGI.

Expected outputs from the Consultant, including:

  • Strong working relations with key government counterparts (Echelon 2 and 3) are maintained, to ensure buy in of the program/projects under GGP and update GGP Steering Committee members regarding GGP3 progress, including identifying and solving issues when they arise to minimize impact towards program results.
  • Resource mobilization efforts are supported, including potential funding identification for the country through engagement with the government and development partners, obtaining necessary endorsement from GoI partners and (if necessary) other relevant stakeholders.
  • Analysis, mapping, and identification of potential opportunities with other GGGI member countries, and partners, DFI/IFIs, intergovernmental organizations, foundations, NGOs, academia, think tanks and private sector are supported.

DELIVERABLES AND PAYMENT SCHEDULE

The Consultant will report to the Deputy Country Representative who will ensure the work is well-coordinated with the project team. Scope of work, goals, work targets/deliverables, quality of deliverables, and timeline will be coordinated and agreed upon together during a regular meeting. The consultant will organize the regular meeting to ensure: (a) the Consultant understands the agreed work plan and its priorities, and (b) continuous alignment with GGGI. S/he will have multiple responsibilities and will need to be flexible and responsive to sometimes rapidly changing needs and tight deadlines. The consultant shall work with the scope below:

1. Conduct review of GGP3 existing programme design, in particular the governance structure and landscape, reporting procedures and processes to GGP members and related key stakeholders, provide recommendations and follow-up with necessary actions:

  • Create and update a tracking document of new/upcoming and ongoing programme implementation and reporting. Prepare format for regular reports on the overall status to Bappenas as GGGI’s key focal point and the broader GGP steering committee as needed.
  • Update the governance structure and list all relevant stakeholders under GGP3.
  • Prepare workshops and other relevant events together with relevant project teams, including Steering Committee Meetings.
  • Support Draft letters, invitations, and executive summaries relevant to support the work on GGP3 programmes.

2. Provide strategic partnerships work:

  • Support the project team in establishing relationships with related key stakeholders including ministries, follow up engagements with external partners and monitoring agreed next steps. This include supporting the process and finalization of relevant partnership documents between parties involved.
  • Undertake research and analysis on funding trends and donors and partner priorities in Indonesia with the objective to escalate the existing projects under GGP3, create a database of documents and resources to track donor trend and priorities and provide partnership strategy.
  • Maintain an overview of the project pipeline, funding opportunities and partnership options in Indonesia.
  • Develop and maintain active coordination, on a day-to-day basis, with Development Partners and donor agencies.
  • Support the Country Team for joint resource mobilization efforts and ensure coordination with GGGI team on project developments and donor management.
  • Contribute to various documents (or portions of documents) in support of project design and proposal development as needed

3. Contribute in developing project arrangement documents such as cooperation agreements, due diligence, SOP, and completing partnership requirement for sub-grantee. Involve closely with ID24 team in supporting the development of Contribution Agreement with IEF, Project Tehnical Arrangement with MoEF, and sub-grantee agreements.



4. Maintain and update, in close collaboration with Bappenas and GGGI Communication team, the GGP webpage on the Bappenas website to as part of communication strategy and knowledge sharing efforts to disseminate project results and achievements.



5. Support on research information for quality project design and implementation, enriching GGGI's knowledge platform and knowledge products.



6. Other duties assigned by the Country Representative.

Notes:

  • The Consultant is to provide his/her own equipment to produce all deliverables.
  • The Consultant is expected to work offline and online, and is expected to work in GGGI Indonesia office at 2 days a week.
  • The Consultant shall submit the report in electronic versions readable by a Microsoft Office application.
  • All outputs must be in English.

Final deliverable must be approved by GGGI. The Consultant shall consider the comments and necessary revisions proposed to provide a final version of the deliverable in a timely manner.

EXPERTISE INFORMATION

  • Minimum a Bachelor’s degree in Public Administration, Business Administration, or any other related field.
  • At least 5 years of relevant professional experience, including a good working knowledge of government relations and communications as well as partnership and resource mobilization.
  • A well-developed network with the key government counterparts, especially at national level is highly preferred.
  • Experience in one or more fields related to green growth, including (but not limited to) environment, sustainable landscape, energy, infrastructure, or economic development.
  • Proven ability to work in a pro-active way, independently and deliver quality results requiring minimal supervision.
  • Interpersonal savvy and approachability would be an asset.
  • Experience working for International Organizations would be an asset.
  • Proven ability to communicate clearly and effectively in spoken and written Indonesian, and excellent liaison skill.
  • Working fluency in English.

ADMINISTRATIVE INFORMATION

In order to be considered for the position, the candidate must meet the minimum qualification listed below. Consideration and selection will be based on a panel evaluation of the evaluation criteria factor below. Please note that only shortlisted/finalist applicants will be interviewed or contacted. GGGI does not pay for any expenses associated with the interviews unless expenses are pre-authorized. Reference check will be conducted on those candidates selected for an interview. The applicant’s references must be able to provide substantive information about his/her past performance and abilities.

Interviews and a writing exercise may be requested. Applicants are required to prepare a brief narrative demonstrating how prior experience and/or education and training address selection criteria factors listed below:

Selection criteria:

  • Professional Competency (10 points): bachelor's degree in Public Administration, Business Administration, or any other related field.
  • Experience (30 points): At least 5 years of relevant professional experience, including a good working knowledge of government relations and communications as well as partnership and resource mobilization; Experience in one or more fields related to green growth, including (but not limited to) environment, sustainable landscape, energy, infrastructure, or economic development; Experience working for International Organizations would be an asset.
  • Communication (20 points): Proven ability to communicate clearly and effectively in spoken and written Indonesian and excellent liaison skill; Working fluency in English.
  • Technical Knowledge (20 points): A well-developed network with the key government counterparts, especially at national level is highly preferred;
  • Individual Competency (30 points): Proven ability to work in a pro-active way, independently and deliver quality results requiring minimal supervision; Interpersonal savvy and approachability would be an asset.

At GGGI’s discretion, reference checks and interviews may be conducted as part of the evaluation process.
